State House Receives Landmark Reparations Framework for Victims of Human Rights Violations

The Government of Kenya has received the Framework for Compensation and Reparations to Victims of Human Rights Violations, a landmark initiative aimed at providing justice, redress, and healing to victims and survivors of human rights abuses. The framework, developed by the Kenya National Commission on Human Rights (KNCHR), outlines measures to compensate and support victims of extrajudicial killings, torture, abductions, enforced disappearances, sexual and gender-based violence, unlawful evictions, loss of property, and loss of livelihoods. It also proposes non-monetary reparations, including rehabilitation, memorialization, public acknowledgment, and guarantees of non-repetition. The initiative follows a directive issued by President William Ruto through a Gazette Notice requiring KNCHR to develop a national reparations framework and submit a report to guide government action. The process was informed by consultations with victims, survivors, civil society organizations, and relevant state agencies. KNCHR emphasized that reparations go beyond financial compensation and should include restitution, rehabilitation, satisfaction, truth-telling, and institutional reforms aimed at preventing future violations. The Commission also compiled and verified records of victims from across the country to support implementation of the framework. The framework is expected to strengthen accountability, restore dignity to victims, and advance Kenya's commitment to human rights, justice, and national reconciliation. Stakeholders have called for adequate funding and effective implementation to ensure that victims receive timely and meaningful redress.
