Onoue-cho is the heart of Kannai, a main street leading from Sakuragi-cho to Yokohama Stadium. It's Yokohama's main street, home to the Shiro Church built by Dr. Hepburn and the former Yokohama City Hall. From the end of the Edo period to the Meiji era, there was a restaurant called Fuki-ro on this street, and its proprietress, Okura, was a legendary figure who shaped the politics of Japanese restaurants. The leading figures of the Meiji Restoration, such as Ito Hirobumi, Okubo Toshimichi, and Saigo Takamori, held meetings there every night. Dr. Woffon approaches the mysterious woman, Okura of Fuki-ro.
