"Beached Beetle"?...Hasn't Run in 2 Years! ('13 VW: ECM No Communication)

This 2013 Baby Blue "Beached Beetle" was dragged to PHAD on a Dolly from Virgina. The owner bought it at an auction a few years ago with minor body damage. After repairing the body damage, he jump started the Beetle to take it to the VA Safety Inspection to make it road-legal so his wife could drive it. The Beetle had other plans however...it STALLED OUT, and has never ran since. That was 2 years ago! There is No Communication with the Engine Control Module (ECM). Deja Vu?
