Delhi Nagar Nigam, what are you trying to do?

Sitting in my front porch, i heard a noisy van enter our colony, going door-to door, asking people to put garbage in it. It took irritatingly long to cross each house, and must have barely collected garbage from 4 out of a 80-housed colony. Waste of resources, and waste of employment to such futile acts, what is the Delhi Nagar Nigam trying to achieve in a colony that collectively throws garbage in the MCD provided bins. Why is nobody cleaning that on regular basis, or why does the truck not collect garbage from nodal point?
