DRAMA IN IGANGA COUNCIL

Iganga district council has today turned into a theater of drama when Councillors attacked the Chief Administrative Officer Joseph Mukasa Maira for allegedly failing to implement council resolutions and carrying out duties under the influence of politics. This was during a council meeting convened at the district headquarters to lay the budget estimates for the financial year. Trouble began when Councillors discovered that what they had resolved to work on in the development plans were missing in the budget. This caused Councillors to reject the budget, and dumped the budget handouts on the bare floor,accusing the chief administrative officer of being used by the district chairperson. The act did not impress the CAO who moved out vowing not to give them their sitting allowances, sparking off chaos. Mr. Mukasa picked his bag and tried to run away but was intercepted at his vehicle where Councillors again attacked him, demanding for their allowances. During the scuffle Mrs Moreen Kyalya the presidential adviser in charge poverty alleviation in Busoga region who had come to talk to the CAO on different issues was also attacked for insulting Councillors.27.58.00 Mrs Kyalya was blasted for asking Councillors to go away and leave the Chief Administrative Officer to go and rest. Mrs Kyalya who defected from opposition FDC party was accused of crossing to NRM to look for survival but just looked on. Earlier Councillors and the district chairman Shaban Nkutu nearly fought following the appointment of Mr Gabula Ezera the Nambale sub-county councillor to read the budget speech as the secretary finance. Councillors who argued that Mr Gabula was dropped during last year's reshuffle tried to pull him from the front seat but fired back causing commotion. The matter caused the Councilors, CAO and the district chairman to look for laws from local government act but could not agree until the chairman bowed to pressure and asked Gabula to leave the seat. Meanwhile the district council for the 3rd time contested Mr Gabula Ezera's academic papers and rejected him to take the seat of the district vice chairperson which has remained vacant for last four months.
