To give a new impetus to the pace of development in Bihar, the state government has taken a major step—one that could transform the landscape of both urban and rural areas in the coming years. This ambitious plan to develop 11 satellite cities has not only captured the attention of policymakers but has also become a major topic of discussion among farmers and the general public. The objective of this project is not merely to establish new cities, but to create a robust network of planned development, improved connectivity, and economic opportunities. The government asserts that this initiative will bring about revolutionary changes in every sector in Bihar—from land prices to employment generation. The state government has announced an ambitious scheme under which 11 satellite cities will be developed. This initiative is being viewed as a significant step toward fostering planned urbanization and boosting economic activities within the state. While providing detailed information about the scheme during a press conference, Vinay Kumar, Principal Secretary of the Urban Development Department, explained that its objective is not only to expand existing cities but also to ensure balanced development between rural and urban regions. The government has pledged to accord the highest priority to the interests of farmers within this project. The land acquisition process will be conducted under a fully transparent "land pooling model," wherein the consent of the farmers has been deemed mandatory. Most importantly, farmers will receive compensation amounting to up to four times the prevailing market rate in exchange for their land. Furthermore, they will receive back approximately 55 percent of the developed land, which will be equipped with all essential infrastructure facilities such as roads, electricity, water supply, and drainage systems. Consequently, farmers will be viewed not merely as land providers, but as partners in this entire development model. The government also claims that this scheme will lead to a significant appreciation in land values. According to estimates, land prices in general areas could rise by up to tenfold, while in certain specific localities—such as Punpun—this appreciation could reach up to twentyfold. This is expected to bring about a substantial improvement in the economic status of the local population. Furthermore, each satellite town will be developed at a distance of approximately half an hour from major cities, thereby facilitating improved connectivity and generating new employment opportunities. Due consideration has also been given to social balance within this scheme. A provision has been made to reserve 5 percent of the land for Economically Weaker Sections (EWS), ensuring that all segments of society receive equal opportunities for development. Additionally, no farmer will be rendered landless, and a special tribunal will be constituted to resolve any disputes. The government has also clarified that, in the regions where these satellite townships are proposed, a temporary moratorium has been imposed on the sale and purchase of land within certain limited areas. The draft plans for these townships are scheduled to be released by October or November of this year, following which work on the project will commence in a phased manner.
