When Carl Johnson returns to Los Santos, Grove Street is dying. The Families are losing territory, drug addiction is spreading through the neighborhood, and rival gangs like the Ballas are becoming stronger every day. Sweet is desperately trying to hold everything together, but the gang is collapsing from both external pressure and internal weakness. CJ arrives at the lowest point in Grove Street’s history. At first, his mission seems simple. Help Sweet. Protect the neighborhood. Take back the streets. But what makes San Andreas such a brilliant story is that CJ slowly begins seeing something Sweet refuses to accept: the streets alone can never solve Grove Street’s problems. From a traditional perspective, CJ wins. But look closer. The old Grove Street no longer exists. The neighborhood CJ returns to at the beginning of the game is gone forever. Many original members are dead, corrupted, or scattered. The culture changes. The power structure changes. Even CJ himself changes. He no longer thinks like a street soldier because he has become something much larger than that. In many ways, CJ achieves what nobody else in Grove Street could: he escapes the limitations of the streets. But that escape comes at a cost. Sweet remains emotionally tied to the neighborhood. CJ becomes tied to the entire state of San Andreas. By the final missions, it feels like they're fighting for two different futures. Sweet wants to restore what was lost. CJ wants to build something new. What makes this so fascinating is that Rockstar never gives a clear answer about who's right. CJ's growth saves Grove Street financially and strategically. Without him, the Families likely disappear completely. But at the same time, his success proves that the old Grove Street mentality could never have carried him to where he ends up. The streets shaped CJ. Then CJ outgrew the streets. And that's why his story remains so powerful decades later. Because San Andreas isn't just a story about taking back territory. It's about the difficult reality that sometimes saving your home means becoming someone your old home barely recognizes anymore. By the end of the game, CJ stands as the most successful person Grove Street ever produced. The man who saved it. The man who left it behind.
