What Happens When You Dial A Phone Number From Amazon Echo

Someone told me in the past that you could dial any phone number from an Amazon Echo device but I haven't even tried it until now. It does work you cannot call it back from your phone, I also tried to speak to my phone from my Amazon Echo but was unsuccessful the call kept timing out.
