To initiate an Electronic File, you can do so in three ways: By creating a new request (this is for users who do not have a file creator profile and need to request a file cover sheet). By creating an Internal File Cover Sheet (where the user has file creator permissions and initiates a file for a UNC department), or By creating an External File Cover Sheet (where the user has file creator permissions and initiates a file for a private individual or external party).
