Tonight, the Dortmund city council will vote on whether to establish begging bans in the city center. The city primarily aims to protect outdoor dining areas and address complaints from restaurant owners. The ban would apply wherever there is less than five meters between a restaurant and an outdoor seating area. Many restaurant owners and patrons have repeatedly complained about beggars, whom they find intrusive or even aggressive – resulting in financial losses for the owners. Julia Eckhart, who runs a restaurant in the city center, believes the ban is a good idea because her customers dislike begging at their tables. For Roman, a homeless man, the ban poses a significant problem: he says he will only receive half as much money. Ali Mohaddes, who runs a shop, recounts how beggars have even thrown chairs at his establishment.
