Rhode Island's new property tax on certain high-value second homes took effect July 1, and while supporters say it's aimed at luxury vacation properties, some longtime homeowners argue it unfairly affects families who have owned the same homes for generations. The law, nicknamed the "Taylor Swift tax," applies to non-owner-occupied residential properties assessed at more than $1 million.
