S.E.C. provided technology for the Delta Gundam's development (particularly high-output generators and beam-resistant coating technology), and in the process officially acquired the Z Gundam prototype (or its initial design data and spare parts) as a "commissioned research project" for the Federation. S.E.C. had raised concerns about mass production due to the complexity of the transforming mechanism, and received permission from the Federation to develop the Z Gundam under the pretext of it being a research prototype to independently explore the possibility of mass-producing a non-transforming Z Gundam. ■Political Pressure and Economic Incentives from the Titans As the Gryps War intensified and the Titans gained enormous power within the Federation, pressure on S.E.C. intensified.
