The draft law would create new criminal offences for abusive acts aimed at changing someone’s sexual orientation or transgender identity, along with fresh powers to protect those seen as being at risk. Ministers say current laws do not properly deal with the harm caused by these practices, while campaigners backing a ban say it is long overdue.
