The entire balcony railing of an apartment was torn off. Debris of the fallen aluminum railing are scattered across the ground floor. Around 12:20 PM today, two workers in their 40s fell from the 11th floor of an apartment building in Sasang-gu, Busan, while installing an air conditioner outdoor unit. [Witness: "They were installing it and were about to fall, but someone inside tried to save them and ended up falling with them..."] The workers were taken to the hospital immediately after the accident, but they eventually succumbed to their injuries. At the time, the workers were on the apartment balcony leaning against the railing while installing the outdoor unit on the exterior. To prevent fall accidents, a law was amended in 2006 to require outdoor units to be installed indoors in multi-unit dwellings of a certain size or larger; however, the apartment where the accident occurred was built in 1987 and was therefore not subject to this regulation. Furthermore, it was determined that the company they belonged to had fewer than five permanent employees and was not subject to the Serious Accidents Punishment Act. The police believe the workers fell after losing their balance when an apartment railing broke off.
