Mikhail Kalinin served as the formal head of state of the Soviet Union from 1919 to 1946, longer than any Russian leader in history until Vladimir Putin. His signature appeared on nearly every law, decree, and execution order issued during the period of Stalin’s mass repression. Despite his position, Kalinin exercised no independent authority. Real power was concentrated in Joseph Stalin and the party security apparatus. Kalinin’s career illustrates how political office functioned under totalitarian rule, as a symbol rather than a source of agency. The arrest and imprisonment of his wife, Ekaterina Kalinina, during the Great Purge demonstrates this powerlessness.
