KPK Ungkap Kasus Pemerasan oleh Bupati & Sekda Cilacap untuk THR, Uang Rp610 Juta Disita dari OTT

The Corruption Eradication Commission (KPK) has named Cilacap Regent Syamsul Auliya Rachman (AUL) and Cilacap Regional Secretary Sadmoko Danardono (SAD) as suspects in an alleged extortion and other bribery case within the Cilacap Regency Government during the 2025-2026 fiscal year. This determination stems from a sting operation (OTT) conducted by the KPK in Cilacap on Friday (March 13, 2026). The KPK stated that the Cilacap Regent ordered the Cilacap Regional Secretary to collect money for holiday allowances (THR), both from individuals and external parties. "By external parties here, we mean the Forkopimda (Regional Leadership Communication Forum) within the Cilacap Regency Government," explained KPK Deputy for Enforcement and Execution, Asep Guntur Rahayu, at the KPK's Red and White Building in Jakarta, Saturday (March 14). For external THR (holiday allowance) needs, the Cilacap Regent needs at least IDR 515 million. Including personal expenses, the required funds are IDR 750 million. "This money is sourced from each regional apparatus," said Asep. The funds were requested from approximately 47 regional apparatuses, consisting of 25 regional work units (SKPD), two regional general hospitals (RSUD), and 20 community health centers (Puskesmas). The requested funds ranged from IDR 75 million to IDR 100 million per regional apparatus. However, the actual payments varied from IDR 3 million to IDR 100 million per regional apparatus. "So, there are some regional apparatuses whose payments may still be paid in installments, or there may be some bargaining going on because it's possible that these regional apparatuses currently don't have the budget," explained Asep. In this case, the Cilacap Regent requested the payments with a deadline of Friday (March 13). Meanwhile, the payment had been requested since the end of February 2026. During that period, Rp 610 million was collected from 23 regional apparatuses, which was then confiscated by the Corruption Eradication Commission (KPK) as evidence. The KPK revealed that the Cilacap Regent's extortion practice was not only carried out this year, but also in 2025. "However, at that time, we did not monitor it, nor did we receive any information reporting that AUL allegedly instructed one of his staff to collect money from regional apparatuses to cover external holiday allowances," said Asep. After being named suspects, the Cilacap Regent and Regional Secretary were detained by the KPK for 20 days, from Saturday (March 14) to Thursday (April 2) at the KPK's Red and White Building Branch Detention Center. "The suspects are suspected of violating Article 12e on extortion and/or Article 12B on gratification of Law Number 31 of 1999 concerning the Eradication of Criminal Acts of Corruption, as amended by Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption, in conjunction with Article 20C of Law Number 1 of 2023 concerning the Criminal Code," explained Asep.
