Combat Sambo was initially created and developed among representatives of law enforcement agencies—the police, border troops, and the NKVD (later the KGB). Accordingly, the objectives were as follows: under no circumstances should anyone be killed, but rather, to quickly break resistance, apply a painful hold, and then proceed to escort the detainee to the desired location. This is precisely why the wrestling component is so strong in Combat Sambo. While in, say, Army hand-to-hand combat, the goal is to quickly destroy any resistance from the opponent, even at the cost of their health or life, and in applied karate, to force the opponent to retreat or incapacitate them in extreme situations, in Combat Sambo, the opponent—the offender—must simply be broken and controlled, not maimed, much less killed. This explains the extremely wide range of painful holds permitted even in the sport version, such as foot twisting or strikes to the neck (excluding the Adam's apple and spine). All of these techniques are designed to subdue an opponent, not kill them. In the sporting world, especially in hand-to-hand and mixed martial arts, Combat Sambo practitioners are known for their extreme "stickiness"—their ability to cling to every inch of their body and entangle their opponents, their high level of wrestling technique, and their ability to evade strikes, cling to their opponents, and "tie" their arms, preventing them from striking again. This makes Combat Sambo fighters extremely dangerous and challenging opponents in any other martial art.
