The Voghera psychiatric hospital, despite its name, wasn't really a hospital because, inside, they did everything except treat troubled people. Patients, both sick and otherwise, made no distinction; they were tortured with electroshock, lobotomies, and more, with the sole aim of calming them. Experiments were also performed on patients, and after death, their serial number was even written on their skulls, as if it were a trophy to show off to the world. Chilling.
