Agents of the Capellan Confederation (they're everywhere) immediately notified the Chancellor, who - after decades of neglect - declared the forgotten moon to be under the control of the Confederation. The local government, disgusted by this obvious power move, have deployed their planetary defense force - the Xianglong Regulars - to round up and eliminate any Capellan agents.
