COMPLAINT regarding the unlawful actions of a traffic police officer On May 13, 2026, I was driving a BMW X5 in the Western Administrative District (ZAO) of Moscow, near 30 Kyiv Street, the exit from the Third Transport Ring tunnel toward the city center on Kutuzovsky Prospekt. At 1:26 PM, I was stopped by ZAO traffic police inspector Denisov. The inspector cited a "document check" as the reason for the stop. I was not violating any traffic laws at the time of the stop. I consider Inspector Denisov's actions to be unlawful and a violation of my rights for the following reasons: 1. Lack of legal grounds for the stop. According to current administrative regulations, stopping a vehicle for document checks outside of stationary posts is permitted only for specific reasons (detection of signs of a traffic violation, the presence of a warrant, or the conduct of special operations). Stopping for document checks for traffic violations is not permitted (paragraphs 50 and 51 of Order 264 of the Ministry of Internal Affairs). The inspector did not justify the stop with any legal grounds. 2. Violation of paragraph 12.4 of the Russian Federation Traffic Regulations. Inspector Denisov stopped my vehicle in a location where stopping is prohibited by traffic regulations (paragraph 12.4 of the Russian Federation Traffic Regulations), specifically, in the area of ​​sign 3.27 of the Traffic Regulations. Moreover, the patrol car did not have its blue flashing lights on, thereby violating this traffic regulation, and public safety did not require an emergency stop at this location. Therefore, the official violated the requirements of the law regulating traffic supervision. As evidence of my claims, I have attached a dashcam video recording to my complaint. Based on the above, and in accordance with Federal Law No. 59-FZ "On the Procedure for Considering Appeals from Citizens of the Russian Federation," I REQUEST: 1. To appoint an internal investigation into the actions of Traffic Inspector Denisov of ZAO. 2. To declare Inspector Denisov's actions in stopping my vehicle on May 13, 2026, at 1:26 PM, illegal. 3. To discipline Inspector Denisov for violating traffic regulations (Section 12.4) and work regulations. 4. To send a response to my email address regarding the results of the complaint review and the measures taken within the 30-day period established by law. 5. If no violation is found in Denisov's actions, to provide an official response stating that stopping for document checks for traffic violations is legal in ZAO. 6. The video from Denisov's body camera and the patrol car will be preserved and included in the investigation materials.
