President Prabowo's administration officially announced the achievement of food self-sufficiency by 2025, ahead of the 2029 target. Coordinating Minister for Food Affairs, Zulkifli Hasan, stated that the success of food self-sufficiency is inseparable from the Prabowo administration's steps to correct policies that had been in place for 28-29 years following the reform era in the free market era. This was implemented through strategies and policies for food self-sufficiency toward food sovereignty, which focused not only on increasing production but also on efforts to improve the welfare of Indonesian farmers, fishermen, and livestock breeders. This policy reform included the reduction of 145 regulations governing the distribution of subsidized fertilizer to farmers, resulting in a 7-8% increase in rice production. Furthermore, rice paddy productivity was increased through the completion of irrigation projects. The government also raised the price of unhusked rice for farmers and addressed the issue of middlemen, achieving better prices. In an effort to maintain sustainable food self-sufficiency, the government implemented several programs, including the creation of 1 million hectares of new rice fields in Merauke, Papua, Central Kalimantan, and South Sumatra. Furthermore, the function of rice fields is being strengthened through regulations prohibiting the conversion of agricultural land into residential areas, among other things. The government is also collaborating with the National Agency for Research and Innovation (BRIN) to develop rice seed varieties and seedlings that can increase rice productivity. Furthermore, the government is promoting protein self-sufficiency by 2026, specifically for fish, shrimp, eggs, and chicken. The Ministry of Marine Affairs and Fisheries (KKP) has implemented the flagship program, the Red and White Fishermen's Village, aimed at increasing fish catch productivity while ensuring the welfare of fishermen and addressing issues with middlemen and loan sharks. The 20,000 Red and White Fishermen's Villages, supported by the Red and White Village/Sub-district Cooperatives, will address fishermen's issues through the construction of auction houses, ice factories, cold storage, and strengthening the distribution chain for fishermen's catches. Regarding the Red and White Village Cooperatives (Kopdes), which are targeted to build 80,000 units, Zulhas is currently focusing on 40,000 units in the initial phase, which will be operational in September 2026. Kopdes, not supermarkets, function to address long supply chain issues. Village Cooperatives (Kopdes) are also intended to serve as government infrastructure to ensure targeted social assistance distribution, as well as subsidized fertilizer, subsidized gas, and access to low-interest financing. Cooperatives will also act as offtakers to support village economic activities, absorbing local rice and fish production.
