There are exemptions such as for members of diplomatic missions, certain work-travelers who qualify as highly qualified specialists, for medical treatment, for students (with written approval from their universities and submitted to the Federal Security Service by the university) returning to Russia for their studies, and for caring for close family members as well. Citizens (or residents) of Albania, Armenia, Austria, Azerbaijan, Bahrain, Belarus, Belgium, Bulgaria, China, Croatia, Cyprus, Cuba, Czechia, Dominican Republic, Egypt, Ethiopia, Finland, France, Germany, Greece, Hungary, Iceland, India, Ireland, Italy, Japan, Jordan, Kazakhstan, Kyrgyzstan, Lebanon, Liechtenstein, Luxembourg, Maldives, Malta, Mauritius, Mexico, Moldova, Morocco, North Macedonia, Portugal, Qatar, Saudi Arabia, Serbia, Seychelles, Singapore, South Korea, Sri Lanka, Switzerland, Syria, Tajikistan, Tanzania, Turkey, United Kingdom, UAE, United States, Uzbekistan, Venezuela, and Vietnam are allowed to enter if arriving on a direct flight from these countries. Citizens of Armenia, Belarus, Kazachstan, Kyrgyzstan, and Tajikistan may also arrive on a direct flight from Armenia, Belarus, Kazachstan, Kyrgyzstan, and Tajikistan. They must have a negative PCR COVID-19 test result issued at most 72 hours before arrival with a green QR code in the app “Traveling Without COVID-19.” Travelers (other than Russian citizens) have to present a printed medical certificate with a negative Coronavirus (COVID-19) PCR test result issued at most 3 days before arrival. The certificate can be in Russian or in English, and a notarized translation to Russian is acceptable. This includes travelers transiting as well. Russian citizens and residents returning from abroad will be required to self-isolate until they test negative. Those vaccinated or with a recent certificate of recovery are exempt. Those arriving to Russia for permanent work purposes, including Highly Qualified Specialist (HQS) visa holders, and travelers from the UK have to self-isolate for 14 days on arrival. Be aware that individual regions are allowed to set their own additional rules regarding quarantine for travelers. Lockdown Details It is necessary to wear a face mask in shops, on public transport and in other crowded places. Entertainments in Moscow are limited — they can be attended by no more than a 500 people at a time. Dance floors, fan zones, and other venues having no seats are able to enter for those who have been immunized against coronavirus. Namely, those who have been vaccinated, who have had COVID-19 within the last six months, who have a negative PCR test that is valid for three days. To confirm protection against coronavirus, one needs to download or print a special QR-code. The elderly are advised to refrain from travels, stay at home or in the country. It is recommended to switch to remote work for as many workers as possible who have not been vaccinated against COVID-19 (at least 30 percent of the staff).
