Reforma del Estado urgente: ¿Qué cambios se necesitan para lograr servicios públicos de calidad?

In an episode of Facto o Floro, the ComexPerú podcast hosted by Pedro Chirinos, Jaime Dupuy, the association's executive director, addressed one of the most pressing issues for the Peruvian economy: comprehensive state reform. The conversation began with a clear diagnosis: an inefficient public sector, plagued by excessive bureaucracy, deficient public services, and low meritocracy, ultimately harming both citizens and businesses. Dupuy emphasized that the goal is not "less government," but rather a government that regulates better, spends more efficiently, and serves more effectively, reminding listeners that the resources it manages come from taxpayers and, therefore, demand efficiency, transparency, and accountability. The analysis delved into four key areas: strengthening the civil service based on meritocratic criteria, regulatory improvement to eliminate bureaucratic barriers, digital transformation driven by evidence and data, and redefining the role of the state as an ally of growth. Dupuy warned that without administrative simplification, institutional stability, and clear rules, it will not be possible to sustain growth rates above 5%, which are essential for reducing poverty. He also raised the need to rethink sectors such as health, infrastructure, and local government, where mismanagement directly impacts quality of life. State reform is not just a slogan, but an indispensable condition for Peru to achieve sustained growth and strengthen its competitiveness.
