𝗢́𝘀𝗰𝗮𝗿 𝗨𝗴𝗮𝗿𝘁𝗲𝗰𝗵𝗲: 𝗨𝗻𝗮 𝘃𝗶𝗱𝗮 𝗱𝗲𝗱𝗶𝗰𝗮𝗱𝗮 𝗮 𝗴𝗲𝗻𝗲𝗿𝗮𝗿 𝗰𝗼𝗻𝗼𝗰𝗶𝗺𝗶𝗲𝗻𝘁𝗼 𝗽𝗮𝗿𝗮 𝗰𝗮𝗺𝗯𝗶𝗮𝗿 𝗹𝗮 𝘀𝗼𝗰𝗶𝗲𝗱𝗮𝗱

🔴We remember the life and legacy of Óscar Ugarteche Galarza, Peruvian economist, founder of Latindadd, a leading figure in the analysis of external debt, and a historic activist for LGBTQ+ rights in Latin America. His passing has been met with profound sorrow by those who shared with him the struggle for a more just, equitable, and democratic region, and who remember him as a brilliant intellectual, a generous mentor, and a key figure in Latin American critical thought. ⭕In the economic sphere, Ugarteche was a pioneer in the analysis of external debt and in the search for a new international financial architecture. From his years at publications such as Actualidad Económica, he identified that the indebtedness of the 1980s did not fall solely on the governments of the region, but also on the irresponsible lending practices of large international banks seeking to invest petrodollars. He was one of the main driving forces behind Latindadd, a network created to amplify the voices of the Global South against creditors, and he championed the need for arbitration tribunals to resolve debt disputes beyond the courts of New York. 📍His commitment to equality also led him to be one of the founding pillars of the Lima Homosexual Movement (MHOL) in the late 1970s, in a context where homosexuality was still treated as an illness and persecuted by a deeply conservative society. Ugarteche confronted this climate of discrimination by promoting spaces for self-awareness, organization, and the demand for basic civil rights. Until his final days, he waged a legal battle for the Peruvian state to recognize his marriage to Fidel Aroche, celebrated in Mexico, becoming a leading figure in the fight for marriage equality and the recognition of same-sex relationships in Peru. Author of 28 books and 92 articles, Ugarteche was a diverse and prolific intellectual, capable of moving seamlessly between economic essays, academic research, political activism, human rights advocacy, and fiction, with works such as India Bonita.
