According to Max Siollun in the book Oil, Politics and Violence, the Aburi meeting of January 1967 “evolved into perhaps the best documented constitutional debate of all time which discussed fundamental concepts regarding the balance of power between the central and regional governments in a federation.” Note: Tafawa Balewa who later became the Prime Minister of Nigeria, during a debate on a motion in the Legislative Council in 1948 asserts: “Many deceive themselves by thinking that Nigeria is one … particularly some of the press people… This is wrong. I am sorry to say that this presence of unity is artificial and it ends outside this chamber.
