More than 70% of Peru's employed population works in the informal sector, according to the Ministry of Labor, making this phenomenon one of the main challenges facing the national economy. Although micro and small enterprises (MSEs) generate more than 80% of employment, nearly 60% of them operate outside the formal framework, facing limitations in accessing credit, support programs, and greater opportunities for growth. The "new formality" proposes that small business owners move beyond the perception that formalization only means paying taxes and instead see the advantages of integrating into the system, from the digitization of processes to the strengthening of trade associations. The beauty sector is an example: after the pandemic, 65% of small salons operate semi-formally, issuing manual receipts without registration with SUNAT (the Peruvian tax authority). This reflects a widespread problem in the country that requires sector-specific policies. To move forward, formalization must be accompanied by simplified procedures, greater access to technology, and campaigns that bring the benefits closer to entrepreneurs. In this way, micro and small enterprises (MSEs) will be able to make the leap to formality in a sustainable manner, contributing to the growth of Peru and reducing the gap of informal employment that still affects the market.
