Capabilities Gap

A capabilities gap document is one of the most honest artifacts in defense acquisition — a formal admission that the organization cannot do something it said it could. The strange relief the song captures is real: after years of everyone in the room knowing the shortfall exists and nobody willing to write it down, the moment someone finally puts it on paper feels like grace. It is honest in a way the world is mostly not. But the song also knows what happens next. Tomorrow the gap becomes a line in someone's briefing, a bullet on a slide, a thing to staff and stage. The honesty will not survive the process. Naming it won't fix it. A gap that's been identified is still a gap, still wide. But you cannot close a hole that no one will acknowledge, and today, at least, they said it with some pride.
