In June 1941, on the eve of the Nazi invasion of the USSR, city authorities planned to supply goods and food for 80,000 people. As is well known, Brest's transition to Soviet rule was not painless: three deportations of "counterrevolutionary and hostile elements" were carried out throughout 1940. The NKVD "removed" settlers, forestry workers, landowners, former employees of the Polish administration, state-owned enterprises, owners of industrial and commercial facilities, active political party members, police officers, and other "saboteurs, spies, and provocateurs," as well as their families, from the regional center and its environs. Even local prostitutes were sent to distant, harsh lands. Why, after all this, were there so many people in the city? Why such a difference in numbers? Of course, the departing residents were replaced by so-called "easterners." In 1940 alone, 1,233 specialists arrived in the city from the interior regions of the USSR to work. Almost all of them arrived with families of four to five people. The same applied to military families. The new arrivals compensated for the city's population decline, but it is still impossible to explain such a significant increase solely by the "easterners." Moreover, the city plan's food calculations, based on data from the social security department of the Brest City Executive Committee, did not include military personnel of the Brest garrison. In other words, these were purely civilians.
