Cambios en las Bases de Ayuntamiento de Madrid 2025 - 2026

The Madrid City Council Firefighters (BAM) 2025–2026 recruitment guidelines have been published and include significant changes compared to previous calls for applications. The current status is as follows: guidelines are available, but the number of positions and the official call for applications (opening of applications) are still pending before the start of the exams. Looking at the recent pattern (126 positions), only one month passed between the guidelines and the official call for applications, so the process could move quickly. Regarding the total number of positions offered, there are 270 cumulatively (2023 and 2024 Public Employment Offers). Within the recruitment community, there is talk of an initial call for around 152 positions, with the remaining positions being held for a later call; in any case, the pipeline exists, and it's advisable to be well-prepared when applications open. The exam is now decided by two tests worth 10 points each: knowledge (multiple choice) and physical + functional tests. The written exam: 90 questions + 5 reserve questions, 95 minutes, 3 multiple-choice questions, and a -1/3 penalty for each incorrect answer. It's a fact-based exam: short questions and options, maximum accuracy required. Due to the distribution of topics, there is at least one question per subject, and, key to the strategy, approximately 80% of the questions come from Block 2 (specific). Conclusion: those who master the specific topics have a tangible advantage; the common topics contribute to the score, but are not the deciding factor on their own. Regarding the syllabus, there are two blocks. Block 1 (common) is highly specific legislation (Constitution with specific articles, Statute, Capital City, Local Finances, LPAC, EBEP, Equality, PRL, etc.). Good news: the administration defines the scope of the questions and reduces complexity. Block 2 (specific) combines four sources: 1) "classic" topics aligned with the CE Guadalajara (fire theory, hydraulics, interior/vegetation fires, etc.); 2) new BAM syllabus (e.g., forced entry and others with "Specifications for Madrid City Council Firefighters"), which the City Council itself will publish as a finalized syllabus on its website; 3) External manuals (ANETVA, DGT/La PREVENCION PRAT, INSST) on specific topics; 4) guidance from the Madrid Community's health department on various subjects. Approximately 30% of the specific content changes compared to the last version, either due to reorganization, the addition of sections, or the incorporation of BAM (Basic Materials Assessment). In physical and functional tests (also worth 10 points), the order of execution is fixed: 200m sprint, 1000m endurance run, swimming, climbing, and tower climbing (8 stories); then confined spaces and work at height; and finally, functional skills (load handling, sledgehammer dragging, wood cutting, telescopic prop use, shovel use). These tests are not inherently "difficult," but they are fragile: a procedural error (e.g., incorrectly positioning a prop) can disqualify you. The operational recommendation is clear: maintain solid physical fitness year-round (including speed) and focus on well-guided functional skills as they approach, to develop sound judgment and realistic technique. Strategy for performing well with this foundation: 1) Block out Block 2: it comprises 80% of the test; prioritize the "CE Guadalajara" topics and the BAM topics as soon as they are published; integrate external manuals where applicable. 2) Practice tests with a -1/3 penalty from day one: scoring high here requires mastering data and penalties (avoid guessing and know your risk threshold). 3) Maintain competitive physical fitness (endurance, speed, and climbing ability) and reserve a specific mesocycle for functional training in a controlled environment (multiple centers if possible) to solidify your approach. 4) Monitor dates: in BAM, the average time between the exam announcement and the written exam has been around 10 months in historical data, but the trend is towards shorter periods, and without a psychometric test, the schedule can be expedited. If the written exam is relatively soon, those who have already invested in specific training and real practice tests will have a cushion.
