The final report of the Social Dialogue recommends significant changes to the operation of Pillar II, the individual savings pillar of the social security system. You know this because this issue has gained considerable traction in the political debate in recent weeks, and we have addressed it here on En Perspectiva, with information, interviews, and discussions in our talk shows. Those promoting this initiative argue that these changes would address the problem of insufficient competition among the AFAPs (Pension Fund Administrators) and would allow for cost reductions, all of which should result in lower commissions and higher returns for members. However, this proposal has sparked considerable criticism, not only from private AFAPs and the political opposition, but also from various economists, research centers, and other experts. For its part, the government downplays the proposal, clarifying that it originated in the Social Dialogue but that the Executive Branch has not adopted it as its own and is currently studying it.
