Update: if this video doesn't fix your problem, either uninstall iManager or completely disable all of its services from Settings - Apps - System app settings - Disablement management. This should do the job once and for all. iManager is yet another aggressive "battery saving" agent from vivo that messes with your GCM and therefore your background notifications.
