In this lecture, we understand Adjournment and other important parliamentary functions in the Indian Parliament under the Indian Constitution. These concepts are extremely important for UPSC, MPSC & State PSC exams. 🔹 1️⃣ Adjournment Adjournment means suspending the sitting of the House for a specified time (hours, days, or indefinitely). Done by the Presiding Officer (Speaker/Chairman) Does NOT end the session Business resumes from where it was stopped 🔥 Adjournment Motion Moved to discuss a matter of urgent public importance Mainly used in Lok Sabha Acts as a tool to hold the government accountable Requires Speaker’s permission 🔹 2️⃣ Prorogation Termination of a session of Parliament Done by the President of India Ends a session but not the House Pending notices lapse, but Bills do not lapse 🔹 3️⃣ Dissolution Applies only to Lok Sabha Ends the life of the House Done by the President Pending Bills (except some cases) lapse 🔹 4️⃣ Other Important Parliamentary Functions ✔ Question Hour Members ask questions to the government. ✔ Zero Hour Unscheduled discussion of urgent matters. ✔ Calling Attention Motion Draws attention of a Minister to urgent public matter. ✔ No-Confidence Motion Tests the majority of the government in Lok Sabha. ✔ Censure Motion Expresses disapproval of government policy. Summary: Adjournment Motion is an extraordinary parliamentary device in Lok Sabha used to suspend normal business to discuss urgent public matters and hold the government accountable.
