Coal exports from Australia to Japan boomed when a massive new coal loader was built at Port Kembla in 1964 - this is that story! The official opening, with a big Japanese steel mill delegation and top Australian Federal and State Government officials in attendance, was big news - as was the loading of MV "Ross Cape" with the largest bulk cargo ever to leave Australia up to that time. The original old 16mm film is now totally unviewable but this dub to VHS thence to Youtube says it all.
