On March 16, 1937, by a top secret order of the NKVD of the USSR, the Department for Combating the Embezzlement of Socialist Property and Speculation (OBKhSS) was established. Its responsibilities included combating counterfeiting, speculation in state trade systems, consumer, industrial, and foreign exchange cooperatives, and the theft of socialist property.
