The Cortes Generales, in matters of state competence, may grant to all or some of the Autonomous Communities the power to enact, for themselves, legislative norms within the framework of the principles, bases, and guidelines established by a state law. Without prejudice to the jurisdiction of the Courts, each framework law shall establish the method of control exercised by the Spanish Parliament (Cortes Generales) over these legislative norms of the Autonomous Communities. 2. The State may transfer or delegate to the Autonomous Communities, by means of an organic law, powers pertaining to matters of state jurisdiction that, by their very nature, are susceptible to transfer or delegation. The law shall provide in each case for the corresponding transfer of financial resources, as well as the forms of control reserved by the State. 3. The State may enact laws establishing the principles necessary to harmonize the regulatory provisions of the Autonomous Communities, even in matters within their jurisdiction, when required by the general interest.
