PM URGES SPEEDY IMPLEMENTATION OF GOVERNMENT PRIORITIES - nbc
Prime Minister Elijah Ngurare emphasised that the implementation of the seven priorities of the eighth administration must proceed without delay. He stated that all stakeholders, including governors, must remain accountable within the framework of the law. Dr Ngurare was responding to AR leader Job Amupanda, who expressed concerns regarding what he perceived as an inappropriate trend of governors assuming control over capital projects, a practice he argued is contrary to the law. Professor Amupanda questioned whether the administration was increasingly governing outside existing legal frameworks, citing the assignment of governors to oversee capital projects, such as the construction of sports stadiums, despite the Procurement Act assigning such responsibilities to ministries. In response, Prime Minister Ngurare acknowledged the question, highlighting the government's seven priority areas. "But the question is, what constitutes operating outside the law? The procurement act has not been amended. If and when responsibilities are delegated in a specific context, the same law must be applied. However, if the honourable member is aware of any instances where governors are acting outside that norm, we certainly need to have that discussion. I believe it is in the nation's interest to address this issue concerning the governors, so we can perhaps provide a clearer context."
