Audio recordings have been recovered in which the then-president of the Canary Islands advocated for applying an "exceptional measure" to pay invoices totaling 12 million euros for masks that did not even meet the necessary quality standards. In these recordings, Torres informed Koldo García that he was overseeing the validation of the invoices, despite internal resistance from civil servants who warned that the appropriate checks were not being carried out.
