The memorial tower contains relics of famous racehorses such as Tenpoint and Silence Suzuka, but its history dates back to the development of Mount Rokko approximately 130 years ago. At that time, many horses and cattle were overworked for transporting materials and quarrying stone, and many animals lost their lives. The head priest, pitying their plight, erected the Kannon statue as a memorial, and its popularity eventually spread among those involved in horse racing, becoming a place to commemorate racehorses that died while still active. The spirit of gratitude and prayer for animals continues to be passed down to this day.
