Launch of ELA 2026 report: enforcement of labour mobility and social security rules for aircrew

The aviation sector contributes more than EUR 100 billion annually to the EU's GDP and directly employs at least 1.4 million people. The high mobility of pilots and cabin crew makes enforcement of labour mobility and social security coordination rules particularly complex. The ELA 2026 report examines how these rules apply to aircrew across the EU-27, maps competent national authorities, analyses enforcement practices in 10 selected Member States, and sets out practical recommendations for stronger cross-border compliance.
