Locked Up: Locked Out The Racialized Cycle of Criminalization and Homelessness

On Tuesday, June 16, the Legal Defense Fund’s Thurgood Marshall Institute (TMI) and Housing Justice League hosted a virtual webinar launching TMI’s newest report, "Locked Up, Locked Out." In celebration of the week of Juneteenth and the Black freedom and joy it represents, this webinar reflected on how the vestiges of slavery continue to shape the criminalization of homelessness today. Our report’s case study centers on Atlanta, a city whose history of criminalizing homelessness intensified ahead of the 1996 Olympics — a pattern now repeating as the city prepared to host the World Cup beginning on June 15th.
