Marcial is one of the leading figures of the Church of God internationally. In 1996, he was appointed National Bishop of Puerto Rico, where he also presided over the Pentecostal Fellowship (FRAPE). In 2002, he became Superintendent of the Hispanic Caribbean. Between 2006 and 2018, he served as Bishop Administrator of the Hispanic Southeast Region of the United States and has presided over organizations such as the Board of Hispanic Bishops, the Evangelical Editorial Board, and FRACEEV, which brings together 20 evangelical councils. In 2018, the General Assembly appointed him Field Director for Latin America, a responsibility that places him in charge of 19 countries, more than 14,000 churches, and approximately 72,000 ministers.
