A: Each turn you play 1 card to any player's play area (including your own) or to the center (which affects everyone). Then you draw 1 card, your turn ends, and play continues clockwise. When the game ends (the deck is empty, or after a set number of rounds), you figure up everyone's points. The beauty is that points aren't added up until the end, so until that time, anything can happen.
