I just kept capturing and losing it over and over again, waiting on a governor to assign in hopes of stabilizing the loyalty. Trade routes. Missionaries. Garrisoned units. Heroes. Nothing worked. Fortunately, I wasn't the only Civ having trouble locking it down. Maybe a few Breads & Circuses will help. We'll see with the next session.
