The notorious traitor Zhou Fohai (played by Weng Guojun) lived in constant fear. He threatened Chongqing with a secret letter from Chiang Kai-shek, urgently telegraphing for protection. To cover up his crimes of "fake resistance against Japan, real betrayal of the country," Chiang Kai-shek secretly ordered Dai Li (played by Li Dingbao) to lead a special task force from the Military Intelligence Bureau to infiltrate Shanghai to protect Zhou Fohai. Meanwhile, Du Yuesheng (played by Zhang Zhonghua), the leader of the Green Gang, also returned to Shanghai. Du knew that to establish a foothold in Shanghai and extend his power to Jiangsu and Zhejiang, he needed to find a weakness in Chiang Kai-shek, and the key lay in Zhou Fohai. He invited Dai Li to his home, hoping to find out his purpose, but Dai Li avoided the question. Before parting, Du Yuesheng introduced his goddaughter, Luo Man, to Dai Li. Luo and Dai shook hands tightly, their eyes filled with cryptic glances. Dai Li finally arrived at Zhou's residence. When the secret letter was mentioned, Zhou Fohai claimed it had been burned. Dai Li remained skeptical. Du Yuesheng, in conjunction with various circles in Shanghai, hosted a large ball to welcome Dai Li, hoping to use the opportunity to uncover his true intentions. Dai Li, in turn, used this opportunity to secretly move Zhou Fohai, using his fifth concubine as cover. At the ball, Cheng Kexiang, the head of the Military Intelligence Bureau's Shanghai branch, secretly told Dai Li that the secret letter hadn't been burned. Dai was furious and ordered Cheng to obtain the letter at all costs. Late that night, Cheng Kexiang sneaked into Zhou Fohai's secret room but was discovered by Zhou's bodyguard, Yang E. Yang E demanded the letter, but Cheng Kexiang told him it was fake. After Zhou Fohai's disappearance, his fifth concubine, who had been having an affair with Du Yuesheng, went to Zhou's wet nurse's residence at Du's behest to inquire about Zhou's whereabouts; meanwhile, Military Intelligence Bureau agent Luo Man, also on Dai Li's orders, came to search for the secret letter. The two met unexpectedly, triggering a chaotic battle. Yang E finally obtained the wooden fish containing the secret message, but Zhou turned his gun on his loyal bodyguard. The cunning Dai Li managed to evade Du Yuesheng's encirclement and put Zhou Fohai on a plane.
