Each has had different circumstances leading to their becoming a bandit. One name on this list of notorious bandits is that of milkman Jagan Gurjar. It is said that the fire of revenge forced Jagan Gurjar to become a bandit. Jagan Gurjar's father, Shivcharan Gurjar, used to worship at the local folk deity Babu Maharaj Temple. It is said that in 1994, members of the Babu Maharaj Temple committee insulted Shivcharan Gurjar in a dispute over the distribution of prasad. Jagan Gurjar was hurt by the insult to his father. In anger, Jagan Gurjar beat up the committee members. This incident transformed the young milk seller into a dacoit. Jagan Gurjar joined the gang of Mohan Gurjar of the ravines. After joining Mohan Gurjar's gang, Jagan Gurjar's terror spread in the area. Even after his brother-in-law was murdered in a land dispute, Jagan Gurjar remained associated with dacoit Mohan Gurjar's gang. His brother-in-law was murdered by dacoit Mohan Gurjar's relatives. Jagan Gurjar continued to loot and plunder for five years while remaining in Mohan Gurjar's gang. In 1999, Jagan Gurjar had a dispute with dacoit Mohan Gurjar. The case was related to his brother-in-law's murder. Jagan Gurjar avenged the murder of his brother-in-law by killing Mohan Gurjar and became the leader of Mohan Gurjar's gang. Upon becoming the leader, Jagan Gurjar included all three brothers in his gang. Jagan Gurjar's reign of terror spread across three states: Rajasthan, Uttar Pradesh, and Madhya Pradesh. Murder, robbery, kidnapping, and extortion rackets earned him notoriety. More than 123 cases of robbery, kidnapping, murder, and extortion are registered against him in police stations. Jagan Gurjar was never arrested. The police's grip on Jagan Gurjar was tightening. Finally, in 2001, he surrendered to Biju George Joseph, the then Superintendent of Police of Dholpur. After being granted bail, Jagan Gurjar's reign of terror persisted. Despite his release, the Gurjar movement gained momentum in 2008. At that time, the BJP was in power, and Vasundhara Raje was the Chief Minister. In May 2008, the Gurjar community, led by Kirori Singh Bainsla, blocked the railway track in Pilupra, Bharatpur. Several people lost their lives during the Gurjar agitation. Jagan Gurjar threatened to set the Chief Minister's palace on fire. Following the Chief Minister's threat, the government announced a bounty of ₹11 lakh on Jagan Gurjar. Following increased police pressure, Jagan Gurjar surrendered to Congress leader Sachin Pilot on January 30, 2009. After spending nearly eight years in prison, Jagan Gurjar was released. It is reported that after his release, Jagan Gurjar tried his hand in politics. He fielded his wife, Mamta, in the 2017 Dholpur Assembly by-election. Jagan Gurjar lost the election badly. Following his wife's defeat, Jagan Gurjar again began exerting pressure on people. Seeing Jagan Gurjar's growing terror, the police also began exerting pressure. Fearing an encounter, Jagan Gurjar surrendered to the then Inspector General of Police, Malini Agarwal, on August 19, 2018. He went back to jail and was granted bail for approximately six months.
