When Iran’s military power is mentioned, the Islamic Revolutionary Guard Corps (IRGC / Sepah) usually comes to mind. Yet there is another side to the coin: a long-established structure tasked with defending the homeland — the Artesh. Iran is one of the rare countries in the world with a system of parallel armed forces. Both the Artesh and the IRGC have their own separate ground, naval, and air forces. The Artesh is a conventional army with no political mission, responsible for protecting the state’s territorial integrity and independence against external threats. The IRGC (Islamic Revolutionary Guard Corps), by contrast, is a highly ideologically motivated structure aimed at safeguarding the regime and the achievements of the revolution. While the Artesh has a professional cadre trained in the Western military tradition, with roots dating back to the Pahlavi era, the IRGC is an organization that prioritizes loyalty to the revolution and religious sensitivities. In the 1970s, the Artesh was considered the most modern army in the region; today, however, it continues to operate aircraft and tanks that are nearly 50 years old. The primary reason for this is the arms embargoes imposed since 1979. The regime prefers to allocate its limited resources not to modernizing the Artesh, but to the IRGC’s asymmetric capabilities, such as missiles, drones, and proxy forces. The Artesh’s institutional distance from politics grants it high social legitimacy in the eyes of the public. Nevertheless, the IRGC’s powerful intelligence network and its command structure directly tied to the regime structurally make any potential coup scenario extremely difficult.
