2021: Pandemic, lockdown, and Covid-19 testing centers springing up all over the country. Because the demand for coronavirus tests is so high, anyone can open such a center – and make money from it. The federal government paid a total of €13.5 billion for these citizen-run tests. But the controls at the testing stations are lax, billing statements are sometimes simply rubber-stamped by the statutory health insurance associations, and investigators can barely keep up. This also attracts fraudsters who earn millions from the pandemic through falsified billing.
