For Tuto, the resignations of ministers are significant; he indicates that it is a sign of internal tension within the executive branch: “Ministers don’t show their faces in conflicts, but they do when traveling… I speak more often than ministers; I am in the opposition,” he said. On this issue, Tuto observes that the government only goes to the media to deny false information, so he urges the authorities to go out and speak to the public: “Go out and speak.” Tuto assures that the Libre party will approve the state of emergency law, but leaves in Pando that “it will not give them a blank check.” “I will review the law for a state of emergency; I will not give them a blank check,” he stated.
