He was born on December 18, 1880, in Istanbul's Vefa district to Mehmet Emin Efendi, a judge and scholar, and Fatma Zekiye Hanım. Arel started his education at Taşmektep, Vefa, and continued at Şemsülmaarif and Numune-i Terakki schools. Later, he completed his secondary education at the French College in İzmir after his father was appointed as the deputy judge there. He received his legal education at the Law School in Istanbul. Arel is known for his contributions to Turkish music, including his works on music theory and the analysis of makam music. He passed away on May 6, 1955, in Istanbul.
