Generator Engine Bogs Under Load - Excessive Governor Droop / Governor Replacement

I recently rebuilt this 458cc Champion engine after dropping a valve. The repaired engine ran well, but soon realized that the engine was bogging excessively under load. Although the governor is working, the droop is twice what it should be. Adjusting the sensitivity made no difference. The governor gear and weights were inspected during the rebuild and appeared to be in good condition.. Maybe I missed something. Lets dig in and find out what is wrong with the governor system. I no longer use Harbor Freight Super Heavy Duty Degreaser in my ultrasonic cleaner. Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors.
